Many believe that Akrama-Sakrama would generate enough revenues, which in turn would be utilized to develop cities in Karnataka, in particular Bangalore. On the contrary, some urban experts question the government in the urgency in authorizing the scheme through an order without any discussion in public meetings or in the Assembly. Few legal experts do admit that by allowing the authorities in civic activities, the government is making a wrong move.
With regarding to the huge revenue that would be collected in this bill, experts say that many violators would not come forward because of the changing government.
In the midst of all the controversies, few stakeholders see it as an opportunity to get their properties regularized by paying a one-time penalty, while others feel that this will bring them more trouble.
Ashwin Mahesh, an urban expert while expressing his thoughts on this said that the scheme is a scam so that the politicians can payback the bureaucrats and its party lines who helped them to benefit from the property violations and that’s why the government is unwilling to discuss about this.
Kathyayini Chamaraj, executive trustee of CIVIC NGO admitted that his scheme is not going to stop any property violation in future and she added that when the scheme was legitimated the number of violations has multiplied. She also opined that this scheme moreover looks like fund raising for the upcoming Lok Sabha election.
ASK Pani, an urban expert said that legalizing so many violations is like ignoring the fault of hundreds of officials who were involved in the crime instead the government should find some other way and penalize offenders, regardless of whoever it is.
With December 2013 as the deadline for normalizing property violation, many urban experts feel that the government has given way to violators to do more crime. Further, Pani added that the idea to consider the previous revenue sites will be worse and ended this part by stating that with this we are moving to an adversity.
